President Carlos Alvarado signs law to reduce political debt

The President of the Republic, Carlos Alvarado, and the Minister of the Presidency, Geannina Dinarte, signed on Wednesday the “Savings Law for the 2022 political campaign: reduction of the political debt and to facilitate the processes of renovation of party structures”.

The text stipulates that political parties will be entitled to receive a maximum state contribution to cover election campaign expenses equivalent to 0.085% of the 2020 Gross Domestic Product (GDP).

Previously, the percentage was 0.19% of GDP, with savings estimated at around ₡36 billion.

Law 9934, which was signed into law on Wednesday, will apply to both the national elections in 2022 and the municipal elections to be held in 2024.

The signing ceremony took place in the Presidential House and was attended by the president of the Supreme Electoral Tribunal, Antonio Sobrado, and the deputy proposer, Gustavo Viales.

“This signature represents the union of political forces with a view to the common desire to give the country a breathing space in its public finances through savings. It is a sign of inter-institutional management that bears fruit and is relevant for the upcoming electoral process,” said President Carlos Alvarado.

For her part, Geannina Dinarte, Minister of the Presidency, assured that “the approval of this law is evidence of the will of the different political forces represented in the Legislative Assembly to contain spending, which will contribute to the stabilisation of public finances without weakening our democratic institutionality necessary to safeguard our electoral processes”.

The document is an addition of three provisions to Law 8765 of August 2009. It also specifies that in the 2022 presidential and legislative elections, only registered parties that, at the time of completing their nomination processes, have their internal structures and party authorities in place, will be able to participate.

These contributions, which are stipulated in Article 96 of the Political Constitution, cover campaign expenses for presidential, vice-presidential, deputy and municipal elections.
