MEP guarantees the right to food by delivering food packages

The Ministry of Public Education will deliver, from next week, food packages to families that have students in the educational system and use the student dining room service.

The measure is due to the temporary suspension of lessons due to the worldwide health emergency caused by the coronavirus COVID-19.

Resolution N ° MEP-0555-03-2020 was taken on March 20 of this year, by the Minister of Public Education, Guiselle Cruz Maduro, considering food as a human right and seeking solutions to one of the services it offers the MEP to more than 850 thousand students and which has become the most comprehensive social program in the national territory, as it is present in more than 4,500 educational centers.

“It is known that the conditions of poor diet and malnutrition not only increase the risk of acquiring infections, but secondary complications in it. Every human being has the right to adequate food and has the fundamental right not to suffer from hunger, ”says the resolution.

Starting this Friday, March 20 and Saturday, March 21, schools must order food from their canteen suppliers. In the case of the centers supplied by the National Production Council (CNP), they will have to do it through the ordering platform.

The idea is to deliver a package of non-perishable products and some perishables that last three weeks. All the foods that will be delivered adhere to the new menu established by the MEP to achieve a balanced and healthy diet.

Leonardo Sánchez Hernández, Director of Equity Programs of the MEP, stated that the products delivered are equivalent to lunch time and were established according to the requirements of the menu with the size of the largest portion (youth and adults).

The food packages will have: a bag of rice, black or red beans, chickpeas, lentils, salt, cooking oil, 4 cans of tuna in water, 3 packages of pasta and 3 boxes of long-lasting liquid milk.

Potatoes, carrots, chayotes, dried onion, sweet chili, tomato, semi-green mango, apple, sweet orange and tangerine will be offered as perishable products.

The provision for educational centers is to operationalize the order request and, through the meetings, carry out the corresponding administrative procedures so that between Monday 23 and Wednesday 25 March deliveries to families are made.

The administrations of the study centers must ensure delivery, following the recommendations of the Ministry of Health not to generate crowds.

Once the packages are delivered, the student cafeteria service is closed for three weeks. In case of continuing the emergency measures, another package of food will be delivered, otherwise the dining room service would be reopening. This includes the modality of purchasing prepared food, commonly called “served plate”.

In the event that the centers have a transport subsidy, the directors must guarantee the transfer of the parents or guardians to receive the package.

In the event that the educational or administrative boards do not have the resources to pay the request, the MEP’s Directorate of Equity Programs will pay it by settlement.

Food packages that are not delivered will have to be inventoried and stored in the place established in the educational center and recorded in minutes.

For the Minister of Public Education, Guiselle Cruz Maduro, the protocol seeks the food of the students, since it is known that a high percentage of them receive a plate of food only in the educational center.
