The President of the Republic, Carlos Alvarado Quesada, and the Minister of Finance, Elian Villegas, signed this Saturday the Digital Finance Law that will improve the fight against evasion and control over public spending.
The signing ceremony was carried out within the framework of the twelfth multisectoral table, in which the different sectors in recent weeks have emphasized the need to promote the Digital Finance plan, to improve tax collection.
This project will transform, modernize and digitize the management of the Ministry of Finance, to have better tools to identify tax evasion and improve the efficiency of public spending, debt management and provide an improvement in taxpayer-oriented service.
President Alvarado was grateful for the hard work by the Government of the Republic, the deputies and the various sectors of the table to achieve this signature. “This is an unequivocal sample of the commitment we have with the country.”
He indicated that it is necessary to fight head-on against tax evasion and fraud and that “Hacienda Digital del Bicentenario is a tool to do so with the best practices, digitization and simplification of procedures.”
For the development of this project, it has the financial support of the World Bank, which authorized a loan for US $ 156,640,000 (one hundred and fifty-six million, six hundred and forty thousand dollars) (equivalent to 0.25% of GDP), with a rate of return of 142%, due to improvements in efficiency and additional income.

With the publication of this Law in the Official Gazette La Gaceta, the Ministry of Finance will be empowered to carry out the corresponding steps before having the first disbursement of resources and starting the bidding processes.
So far, the institution has made progress in the design of the business architecture and the terms of reference, as part of the first phase of the project. In accordance with the general plan, it is planned to carry out the bidding processes between January and October 2021, subsequently, the parameterization and adaptation of the systems and their implementation will be carried out, in a modular way, and will begin in January 2023.
“With Digital Finance we will transform our systems and services for the benefit of citizens and the country, its implementation will provide the Ministry of Finance with state-of-the-art technology to improve intelligence actions in the fight against tax evasion and controls over the national budget and the public spending, “said Elian Villegas, Minister of Finance.
He added that “Hacienda Digital will allow you to adopt best practices to prepare your staff in order to offer a more efficient and effective service to citizens. The implementation will be carried out with transparency and will be accompanied by a joint development process with the different sectors and users, in order to meet their requirements “
During this day, the twelfth and last multisectoral roundtable will be held where the topics on economic reactivation, decent employment, combating poverty, income and exemptions and investment, efficiency and effectiveness of public spending will be held.
The facilitator Víctor Umaña indicated that “today we could reach more agreements on issues that were pending, there has been a rapprochement between the positions of different sectors, and with the pressure of time we could make an effort to have agreements that reach the goal that is had raised at the start. We are relatively close ”.
