Government presents project that redirects more than ¢ 23 billion of annuity 2020 to unemployed people

Given the effects of the pandemic caused by COVID-19, the Government of the Republic presented this afternoon to the Legislative Assembly a bill that adds a single transitional measure to the Public Administration Salary Law.

The initiative proposes that for this 2020 the increase in the annuity that would be received by all public sector servants will not be recognized, and that said budget resource be transferred entirely to the National Commission for Risk Prevention and Emergency Attention (CNE), to be used in subsidies to people who became unemployed due to the collateral effects of COVID-19.

It is estimated that the resources corresponding to the increase in the annuity this year is about ¢ 23,150 million. This measure – which is extraordinary and that would be applied for a single time – excludes those who work for the Ministry of Health, the Costa Rican Social Security Fund and the country’s police forces.

“The health and economic effects that the country and the world are experiencing due to this pandemic challenge us to make great efforts to face the emergency that impacts thousands of people. We are aware of the serious decrease in economic activity in practically all sectors, which causes a high number of people in situations of vulnerability and greater demand for care through the State, “reflected the Minister of National Planning and Economic Policy and Coordinator of the Government Economic Council, María del Pilar Garrido Gonzalo.

“We are submitting this initiative to the consideration of the deputies, whose spirit seeks to alleviate the situation that thousands of families are experiencing due to the loss of their employment, as a result of COVID-19,” he said. The minister again thanked the hard and agile work of the legislators. “Our democracy today calls us to care for the most vulnerable people and to protect ourselves with solidarity,” he said.

The performance evaluation of the year 2020 will be carried out only for reference purposes of the performance of public servants, but will not generate any pecuniary effect.

The 2020 annuity increase would not be recognized in the future. From the year 2021 the annuity corresponding to that year and to future years would be paid ordinarily as established by law.
