The interactive platform Rendir Accounts (rendircuentas.mideplan.go.cr), which makes available to citizens an information module on the use of resources to address the COVID-19 pandemic and other public investments. The digital platform was developed with a non-reimbursable assistance from the Inter-American Development Bank (IDB).
Accountability presents two modules: public investments and COVID-19. In the first one you can find geolocated information on the country’s public investment projects. In this way the citizen can know the location, cost, status and executor of each work.
The COVID-19 module integrates and displays information on public purchases, subsidies and donations associated with the attention of the COVID-19 emergency in the country. The platform contemplates the different phases of the National Emergency Plan. It includes data on the use of resources associated with the National Law on Emergencies and Risk Prevention, as well as information on the contracts and expenses of Central Government entities aimed at mitigating the effects of the pandemic.
How does it work?
Render Accounts integrates information systems and databases of different institutions. This platform is automatically updated when entities upload the information to their own systems (for example, budget or contracting) and the page refreshes said data every 24 hours.
The platform consolidates, in its first version, information from the Ministry of Finance, the Ministry of Labor and Social Security (MTSS), the Ministry of Health (MINSA), the Ministry of National Planning and Economic Policy (MIDEPLAN), the National Commission of Risk Prevention and E-commerce Care (CNE), the Mixed Institute of Social Assistance (IMAS), the Costa Rican Social Security Fund, provided through the Unique System of State Beneficiaries (SINIRUBE) and the Public Procurement System (SICOP) .
Users can access the information simply by visiting the page rendircuentas.mideplan.go.cr where they can find information on contracts and purchases associated with COVID-19, Protect Bonds, subsidies granted by IMAS, humanitarian aid offered by the CNE and national and international donations. The information is detailed according to the institutions that managed the resources and according to the type of resource. Additionally, users are invited to share their comments, queries or recommendations through the citizen participation function.
