While the international press turns its attention to our country and dissolves in praise and congratulations for our low numbers of contagion, high recovery rate and for having the lowest mortality in the American continent (0.8%) in times of crisis. When the economic powers buried their dead by the thousands. It is worth remembering every minute of every day how pressing reality is. And the biological threat that hangs over the inhabitants of our nation.

We must remain vigilant to protect our population with risk factors. Abide by the recommendations, and rely on science to make both country-level and individual decisions. Taking into account that the economic recovery can only begin when we have defeated the virus.

The reasons for success.

Costa Rica is reaping the successes of past generations. Two of the key moments in the founding of the modern Costa Rican State have once again come to the rescue of the country’s millions of inhabitants.

The Social Guarantees, the CCSS and the Ebais.

The Social Guarantees of 1940. Promoted by Rafael Ángel Calderón Guardia, Manual Mora and Archbishop Víctor Manual Sanabria. Social Guarantees protect the rights of the worker and establish a universal health system, financing by employers, workers and the state that seeks to provide free, immediate, preventive and palliative care to all those insured by the system

The entity in charge of monitoring these guarantees as well as the beneficiary and administrator of the economic burdens associated with employers, workers and the State is the Costa Rican Social Security Fund CCSS. Which has two other main activities.

  1. Universal health care, includes the creation of hospitals, clinics, and other medical centers, supply of medicines, payment and hiring of doctors.
  2. Pension operator for those workers of retirement age.

During the 90s and 00s. The concentrations of populations within the Greater Metropolitan Area (GAM) threatened to saturate the existing medical infrastructures. Well, the “Central Hospitals” were in urban centers. In addition, the inhabitants of rural areas had to travel long distances to receive medical attention for simple medical follow-ups.

Faced with this problem, the CCSS decides to decentralize the basic medical attention points. And based on rural health care systems and family health care plans, he decides to create the EBAIS or Basic Teams for Comprehensive Health Care.

Currently there are more than 1,000 Ebais distributed throughout the country and it is sought that each Ebais is able to serve an average of 4,500 people. Since the entry into force of the Ebais, the Country Health figures have improved considerably and have moved away from other countries on the continent, some of these figures are:

  • Life expectancy 79.91 years. (Better than USA 78.54 years)
  • 7.8 for every 1,000 births.
  • Probability of Death before 65 years. 115 per 1,000 people.
  • Investment of the GDP in Health 9%

Health and access to it are parts of life the way of being of the Costa Rican. Although there are also high-quality private medical services, Costa Rica has managed to include in its idiosyncrasy empathy for others and the care of the social state of law. Each Costa Rican recognizes life, health and happiness as undeniable rights of every human being. And our institutions and way of being demonstrate this.
