CCSS agrega unidades moviles para atención Covid19

The Costa Rican Social Security Fund (CCSS) has the capacity to deploy self-sufficient mobile medical units (UMM) in five different locations, simultaneously, in direct support of the health services network, reported Dr. Mario Vílchez Madrigal, from the Centro de Attention to Emergencies and Disasters (CAED).

The UMM coordinator explained today in a press conference that until “a few days ago we had two mobile medical units, with a donation from the United States government, we increased to five.”

He was emphatic in saying that the institution makes all possible efforts in the face of a covid-19 emergency to ensure continuity of services and that these mobile medical units add to the arsenal of resources.

He commented that this is one of the most recent components of this arsenal available to the Fund, it is the adoption of the Global Initiative for Emergency Medical Equipment, or as they are known in Costa Rica, Mobile Medical Units.

The emergency and disaster specialist stated that the Fund has a fixed type 1 mobile medical unit verified by the World Health Organization since 2017, which means that it has a deployment system that allows the provision of health services complying with international standards. for safety and quality conditions for staff and patients in an extra-hospital environment.

This institutional resource coordinated by the CAED is joined by the UMM of the National Children’s Hospitals and recently of the Calderón Guardia.

The specialist asserted that the CCSS has made the greatest efforts in the face of the covid-19 emergency and the staff has shown high commitment, however, he made it clear that “no health system can support an accelerated and uncontrolled growth of covid-19 cases in community transmission ”, for which he called for following the health recommendations to take care of himself and protect the people in his family, work and community environment.

Deployments involve an immense logistics and human chain

La institución ha ido desarrollando experiencia en la planificación y ejecución de despliegues efectivos UMM lo cual involucra evaluación de los sitios para poner en operación los servicios requeridos en el menor tiempo posible. “En los grandes proyectos de infraestructura como lo es el nuevo Hospital Monseñor Sanabria, ya se tiene previsto un sitio de instalación de una Unidad Móvil, en caso de requerirse ante alguna emergencia o necesidad de ampliación de la capacidad del hospital”, afirmó.

Vilchez aseveró que “no es simplemente colocar un toldo, hablamos de una unidad móvil para prestación de servicios de salud” que incluye almacenamiento de todos sus componentes en condiciones óptimas y con programas permanentes de mantenimiento, con logística de transporte y despliegue con personal entrenado y unidades Institucionales articuladas.

El doctor Vilchez describió que el despliega esta de esta estructura, además de los módulos, incluye: plantas eléctricas, sistema de distribución de agua, equipamiento médico, insumos, equipo informático (EDUS, registros médicos), medicamentos, mobiliario (camillas, sillas, mesas, otros).  Y de acuerdo con los estándares de la Iniciativa Global de Equipos Médicos de Emergencia de la OPS/OMS, la Unidad Médica Móvil no deja huella ambiental.

No menos importante es el recurso humano multidisciplinario en los cuales mencionó perfiles ocupacionales como: personal coordinación, de atención clínica, control de infecciones, de mantenimiento de los sistemas electromecánicos, de limpieza, de seguridad, de transporte, entre otros.

El funcionario enfatizó que el grado de organización que ha desarrollado la Caja para atender emergencias como covid-19, “requiere de una inmensa logística y una gran cadena humana e involucra desde las máximas autoridades institucionales hasta los colaboradores del nivel local que son los que en última instancia ejecutan los despliegues”.
