CCSS bought and gave hospitals 700,000 face masks from China marked “Not for medical use”

The Logistics Management of the Costa Rican Social Security Fund (CCSS), reported that it started a process to collect disposable surgical masks from batch 20200428-001 with the institutional units, which will be changed by the supplier.

According to the engineer Luis Fernando Porras Meléndez, logistics manager of the CCSS, the request was made this Friday to all units in the country that have supplies of that description, after identifying a “material error in the inspection of the labeling of the packing box ”.

The owner was emphatic that “the purchase was correct and that the product met the safety and protection requirement.”

As explained by the logistics manager, the Technical Commission for Standardization and Purchase of Implements and surgical medical equipment, managed the purchase on an emergency basis. The members are nursing professionals from different medical centers with extensive experience, who carried out the documentary review focused on the quality of the samples.

The commission verified the international certifications prior to the award and the specifications according to the technical data sheet and made the tests of: permeability, functionality, seal and they compared the three layers of filtration. “The officials put on the masks, check that the fastening straps fit, cut the masks to check the three layers,” said the manager.

The material error, which does not alter the quality of the product, occurs when not inspecting the labeling of the box in which it indicates: “no medical”.

The product was received on June 30 and distributed immediately due to the need to supply the medical centers with this essential input in health care in order to keep stocks.

Porras Meléndez explained that administrative efforts have already been made with the supplier to make the change in the product to be used in the different centers of the CCSS throughout the national territory.

The manager indicated that the Caja has acquired and distributed more than 30 million units of personal protective equipment in the last 6 months with a distribution in the health care network as part of emergency care by covid-19 that faces the country.
