Water cuts due to late payment are suspended. As a measure to prevent Covid-19

The President of the Republic, Carlos Alvarado and the Minister of Health, Daniel Salas, signed this Friday, March 20, a directive that urges drinking water operators to stop service suspensions for non-payment of users, as a measure to guarantee the liquid and prevent transmission of COVID-19.

It also requests that the service be restored in cases where it was canceled due to late payment.

Guideline 076-S, which is valid for 60 days and could be extendable according to epidemiological conditions, also invites service operators to have mechanisms for payment arrangements after the end of the measure.

This applies to domiciliary or residential, preferential and commercial users of the service operators: Instituto Costarricense de Acueductos y Alcantarillados (AyA), ASADAS, Public Service Company of Heredia and municipalities.

“We are generating all possible actions that allow us to strengthen the prevention of transmission of COVID-10 and access to water is essential. For this reason, we hope that each operator accepts the directive, “said the President of the Republic, Carlos Alvarado.

The Costa Rican Institute of Aqueducts and Sewers (AyA) announced that it will abide by the directive immediately and that it coordinates its implementation with ASADAS.

The Government reminded citizens of the obligation to make responsible use of the liquid, since the country is in an emergency due to a water deficit.

“In the current situation, the water that one person wastes will be lacking to another, so it is essential to apply responsible use measures,” said AyA executive president Yamileth Astorga.

He underlined that the institution “is advancing in projects to incorporate more water to the Metropolitan Area, distribute storage tanks in priority centers and bring the liquid with tank trucks and containers to the most affected sectors.”

To prevent AyA users from being exposed to COVID-19 and also its officials, AyA adopts a series of measures immediately.

Electronic attention. The attention of users will be carried out only by electronic means (line 800-REPORTE, WhatsApp, Facebook Messenger, Servicios AyA cellular application and website). There will be no public service at the windows from Monday, March 23.

Estimated billing. The billing of the services will be carried out in an estimated manner for a reasonable time, based on article 34 of the ARESEP regulation for the provision of the service.

Suspensions. Service cuts due to late payment are stopped and payment arrangements are enabled to restore suspended services. It is recalled that the implementation of the guideline does not mean the cancellation of debts nor does it eliminate the obligation to pay.
