CCSS will acquire equipment to strengthen attention for COVID19

The Costa Rican Social Security Fund (CCSS) may invest up to US $ 4 243 650.00 (four million dollars two hundred and forty-three thousand six hundred and fifty thousand dollars) to buy medical equipment and supplies that will strengthen care in response to the national emergency caused by COVID-19.

The information was confirmed by Dr. Román Macaya Hayes, executive president of the CCSS, who explained that this possibility of purchase, through the figure of direct contracting, has already been authorized by the Comptroller General of the Republic (CGR), which gave the endorsement to this request that the CCSS raised on Tuesday, March 16, due to the need to strengthen the institutional equipment to face this pandemic.

According to the engineer Jorge Granados Soto, manager of Infrastructure and Technology of the CCSS, before the declaration of national emergency, which was issued last Monday, it is enabled that article 140 of the Administrative Contracting Law can be used, where in In urgent situations, administrative contracting procedures can be avoided as long as you have a permit from the General Comptroller of the Republic.

“We asked the Comptroller’s Office yesterday, Tuesday, to allow us this authorization to purchase this equipment to reinforce the specialized care center for patients with COVID-19, which will be located at the CENARE facilities. Since the authorization he gave us, we have already made contact with the different suppliers to assess the costs, delivery times and that these times are consistent with the expectation and that the costs are reasonable, “said Granados.

Among the equipment that would be being acquired are: pulmonary ventilators (88), video laryngoscopy (2), portable x-ray equipment (1), diagnostic kit (8), secretion aspirators (88), MSV transport carts (88 ) and infrared non-contact thermometers (22).

This list of equipment, explained the manager, was determined based on the criteria of the CCSS medical specialists in charge of emergency care and is an initial list that could be expanded as necessary, making it feasible to continue to request these authorizations from the Comptroller General of the Republic in the context of this emergency, both for the acquisition of equipment, supplies and infrastructure that may be required to strengthen the installed institutional capacity.
